Dayton entered the speech with a healthy approval rating in the mid-50s, but facing a stiff challenge from a staunchly conservative Republican State House and a DFL Senate led by a man he openly distrusts. Dayton has issued more ambitious transportation, budget and bonding bills than either Speaker Kurt Daudt’s Republicans or Sen. Tom Bakk’s DFLers. Tonight, he tried to make the sale to the people of Minnesota — who re-elected him in a landslide while giving him a Republican House of Representatives. Dayton started the night in the “cat bird seat,” but the stakes remain high.
